BIM in Latvian public tenders
The BIM part of a tender bid isn’t hard, but it is long, and one empty section can cost points or the whole bid. We prepare it for you, provide the BIM specialist for your key personnel, or train your team.
Experience with the BIM requirements of VNĪ, VAMOIC, Nodrošinājuma valsts aģentūra, Rīgas Satiksme and Rail Baltica
When BIM is mandatory
Since 2025, a building information model has been part of the design for new publicly funded third-group buildings in Latvia, under Cabinet Regulation No. 529 “Ēku būvnoteikumi” (points 74.¹ and 236).
Since 2023, design contracts and design-and-build contracts can’t be awarded on price alone (Public Procurement Law, section 51), so clients also score quality, such as key personnel experience and the use of BIM. Clients ask for BIM on reconstructions and restorations too, where the law doesn’t require it.

- Who
- Clients that are public-law legal persons: state institutions, municipalities and other public bodies. EU-funded buildings count when such a body co-finances them.
- Which buildings
- New third-group buildings, for example public buildings over 1,000 m², or buildings with more than six storeys above ground or more than one below.
- What to submit
- A building information model for the architecture, structural and engineering systems parts, uploaded with the design to the Construction Information System (BIS) in an open format such as IFC.
- From when
- Construction intentions filed from 1 January 2025.
What clients ask for in the bid
Requirements differ from tender to tender. The Cabinet’s explanatory note points clients to VNĪ’s BIM requirements as a model, and a bid usually includes:
Pre-contract BIM execution plan
How BIM will run on the contract: roles, deliverables, levels of detail and the schedule, on the client’s template and with a responsibility matrix.
Sample models
Discipline models in native format and IFC, combined into a federated model. They show the team can meet the requirements, and are often scored.
BIM competence questionnaire
The company’s experience, software and processes. In some tenders it is a qualification requirement.
BIM specialist in key personnel
A BIM manager or coordinator with experience on similar projects, shown by a CV and references.
Where bids lose points
In a 2026 VNĪ tender the BIM part was worth 5 points out of 100. When prices are close, those points decide the winner. Some mistakes cost more than points: under VNĪ’s evaluation criteria a bid is excluded if
- the pre-contract BIM execution plan or the responsibility matrix is missing;
- a section is empty or doesn’t follow the client’s template;
- the matrix leaves out required deliverables;
- a model is shown at a lower level of detail (LOD) than required.
A sample model that doesn’t meet the requirements scores 0, and the client may reject the bid.
We prepare it, join your team, or train you
We prepare the BIM part
We read the tender rules and prepare everything they ask for: the pre-contract BEP, the responsibility matrix, the competence questionnaire and the sample models. Before submission we check every document against the evaluation criteria and the models with IFC Checker.
A BIM specialist in your team
Our lead BIM specialist, Madars Siksna, can be key personnel in your bid and run BIM on the project after the award. Experience: Rail Baltica Riga Central Station and main line, and client-side BIM management for VNĪ on Riga Castle and the New Riga Theatre.
We train your team
A workshop for your bid team: reading BIM requirements, filling in the BEP and the matrix, and checking models before submission. With templates to reuse in your next tenders.
After the award we carry on with BIM management and coordination on the contract.

Frequently asked questions
For new publicly funded third-group buildings, yes: where the construction intention was filed from 1 January 2025, the design must include a building information model (Cabinet Regulation No. 529, point 74.¹). In other tenders the client asks for BIM, and the requirements are in the tender rules.
Under the General Building Regulations (Cabinet Regulation No. 500), for example a public building over 1,000 m², a building with more than six storeys above ground or more than one below, or a production building or warehouse over 2,000 m². The full list is in Annex 1 of the regulation.
No, point 74.¹ covers new buildings. But clients often ask for BIM on reconstructions and restorations too, for example on VNĪ’s heritage projects, and then the requirements are in the tender documents.
A bid document in which the bidder sets out how it will run BIM on the contract: team and roles, deliverables, levels of detail, software and schedule, usually on the client’s template and with a responsibility matrix. After the contract is signed, a detailed BIM execution plan follows.
Our lead BIM specialist can be key personnel in your bid and run BIM on the project after the award. We check the experience the tender asks for before you submit.
In an open format such as IFC, with the final design submitted for approval. The approval mainly checks the drawings, and the model is the basis for them.
Yes. We work in English and Latvian, and help you through Latvia’s BIM requirements and the tender documents.
It depends on the tender: how many discipline models, what level of detail, and whether you need a BIM specialist for key personnel. Send us the tender documents, and after reviewing them we’ll send a price and a timeline.
